Loopholes are childish. Any form of regulation is socialism (collectivism) in practice, whether or not the government legally owns the property it's controlling, whether the choice was made by a dictator or a majority vote, whether the result is good or bad for the business or industry (banking) it interferes with. It's that interference in the economy (including our personal lives, before the separation of church and state), not words in a definition or description of it, that determines whether a social system is socialist or capitalist.

Just as we create social systems, we can change social systems, but we can't change the nature of the social systems we create.
