Is shouting down a speaker free speech?

Yes, if you're not violating anyone's property rights. No, if you are. But it's not a free speech issue, either way. The right to free speech is a limit on government power, like everything else in the Constitution. The First Amendment doesn't forbid private censorship between individuals (or businesses), only government censorship of its citizens.
