No. Foreigners -- visa holders, illegal immigrants, etc. -- have the right to free speech. The government just isn't obligated to protect it.

It's very important to remember, understand and always be as clear as possible about it, especially if you're a representative of the government, that individual rights exist before any government is created to protect them, otherwise it means the government grants them, and then government takes on a life of its own because its power to use physical force -- which is only good when used in retaliation against those who have initiated its use -- loses its sense of a moral purpose.
