The mental or psychological versus the physical? Okay. Biden's "mental decline" was not the result of laziness, carelessness, distractions, ignorance, etc. It was physiological. He didn't slip and say conservative shit or mistakenly identify shit or accidentally concede arguments or contradict his stated beliefs, etc. He forgot shit, mumbled it in the natural course of saying whatever he planned to say however he planned to say it. There's an art to bullshitting that requires a healthy mind that can maintain constant awareness of multiple versions of reality. That's the ability, to be precise, that really declined -- not his ability to say shit, but his ability to sell shit -- and it's obvious why no one would want to see it...
