The "rugged" modifying "individualism" is no more meaningful to him than the "democratic" modifying "socialism". They're just "labels". There's no deception, no stereotypical (😂) political bullshit in what he's saying, not really. He's not trying to "start in the middle" or whatever political parties call it, like banning "assault" rifles now to ban all guns later. He simply intends to eradicate (crony) capitalism, to control all businesses.
He will struggle with the consistency in presentation because collectivism is inconsistent with human nature, and beyond moronic considering all the contradictory historical evidence, but he obviously sees no political downside -- no evaluated risk to his social capital -- to just fucking taking over most of the economical workings of the free markets systematically operating non-competitively to his arbitrarily desired outcomes... 😂
